
Current President Louis F. Parkins joined the firm in 1984 to oversee day-to-day production activities and during the following years expanded the professional staff to cover all technical disciplines. He also emphasized the use of personal computers to improve accuracy and productivity.
It was also during this time that U.S. COST began a more than twenty year relationship with the U.S. Navy, expanding the Company services to include value engineering and software development. Following the award of contracts from the Naval Facilities Engineering Command, U.S. COST conducted more than 1000 VE studies on Navy projects ranging from Japan, Spain, Philippines and Italy to Pearl Harbor, Norfolk and California.
Today the Navy uses our flagship product, SuccessEstimator as its estimating software standard for facilities, infrastructure and environmental cleanup activities. U.S. COST also develops and maintains Navy and Tri-Service web sites for design and planning criteria, ship and aircraft specifications and force protection information.
During the late 1980's, the Company established branch offices in Dallas, Texas and Arlington, Virginia. The Dallas Office maintains the largest independent cost estimating capability in the region servicing clients such as DFW Airport, DART, HKS, Carter & Burgess, and many others.
The Arlington Office is the premier project controls provider in the Nation's Capitol. For more than seventeen years our professionals have provided field support to PMC on the Reagan Washington National and Dulles International Airports. U.S. COST continues this effort servicing prestigious clients including the Architect of the Capitol, The Smithsonian Institution, The U.S. Department of State, FAA, DoD, and many private companies. Arlington has also evolved as the technical center for all Job Order Contracting activities.
The Aviation Group was originally based in Arlington and has developed into the leader providing on-site project controls for major airport projects. In addition to Reagan and Dulles, other projects include airport expansions in Seattle, Cleveland, Los Angeles, Miami, Abu Dhabi, St. Louis, JFK, Ft. Lauderdale, Detroit, Atlanta, San Diego, Newark, Denver, and many others.
Now designated the Project Controls Division and headquartered in Dallas, the group is the main support contractor cost estimating and scheduling on the FAA TSSC-III program to upgrade more than 400 airports in the United States.
U.S. COST began developing advanced computer software products for cost estimating in 1988. Our flagship product, SuccessEstimator was first released for DOS in 1989. SuccessEstimator was the first estimating product released for Microsoft Windows. The current version 6.5 is an extremely mature, feature rich system capable of being configured to meet any estimating requirements.
The Software Division has been continuously expanded to encompass product design and development, sales, training and support, and integration. New products released during the past few years included Success Enterprise, Success Schedule Exchange and Success Design Exchange. These products support productivity enhancement through collaboration in the estimating and project controls arena.
Today the veteran U.S. COST development and integration team is the best in the business. They have created precisely tailored estimating software solutions for wide range of customers worldwide such as GE, British Nuclear Group, Heineken, Westinghouse, SKM, NASA, U.S. Navy, Intel, DOE, Parsons, FAA, DoS, GSA, Architect of the Capitol, Acergy, Atlanta Airport, Procter & Gamble, and many others.
Still headquartered in Atlanta, U.S. COST has more than 2,500 customers and continues to expand with 13 branch/field offices in the United States and overseas. Our two newest locations are New York City and Abu Dhabi, where our subsidiary Williams International Group is providing project/document control systems and services on multi-billion dollar developments.
